How to get there by public transpo?  Go to the Dumaguete-Bais terminal and ride a bus for Php35.00 for non-A/C and Php60.00 for A/C.  Just tell the conductor to drop you where you can Dolphin watch.  Some pedicabs are already waiting for tourists for the packaged tour and will take you to Capinahan Wharf.  It's important that you buy lunch first that you can bring during the tour.  We opted for a drive through Jollibee, We did it in style.
